Rachel Levitan
Ms. Rachel Levitan is Legal Director at the Helsinki Citizens’ Assembly (HCA) in its Refugee Advocacy and Support Program. Based in Istanbul, the HCA is an autonomous, non‐profit, non‐governmental organization working to advance fundamental rights and freedoms, peace, democracy and pluralism. HCA has advocated for the rights of refugees for more than seven years, and in 2004 a group of lawyers and human rights advocates established the Refugee Legal Aid Program (RLAP).
